It's for the coolant to go to the throttle body... (from what I understand) the coolant gets hot as it's being pumped through the system and heats the throttle body as it goes through... but in warm weather you don't need to heat the throttle body (you actually don't WANT to heat the throttle body) so keeping the throttle body cooler helps keep the entire intake plenum cooler so you want to CLOSE the valve during warm weather months... but when it gets COLD, if your throttle body freezes, then you're in $h!t so you keep the valve OPEN during colder months...
